Ex-PNP chief Alan Purisima at 10 iba pa, pinaaresto ng Sandiganbayan!

Inutos ng Sandiganbayan ang pagpapalabs ng arrest warrant laban kay dating Philippine National Police chief Alan Purisima at 10 iba pang akusado sa graft case kaugnay sa umanoy maanomalyang courier service deal na pinasok ng PNP noong 2011.

Sa isang resolusyon noong May 18 na inilabas sa Media ngayong Huwebes, nakitaang ng probable cause para arestuhin si Purisima at ang mga co-accused nito at litisin sa korte matapos ang isinagawang pagsuri ng impormasyon ng kaso, at ng isinumiteng ebidensya ng Office of the Ombudsman, ayon sa Sandiganbayan 6th division.

“After judicious scrutiny and evaluation of the [case] Information and resolution of the prosecutor, the evidence in support thereof and the records of the preliminary investigation attached thereto, the Court finds that sufficient grounds exist for the finding of probable cause and the for the issuance of a warrant of arrest against all the accused charged in the instant cases,” nakasaad sa desisyon ng korte.

Bukod kay Purisima, pinaaresto rin ang ilang police officials:

• dating Civil Service Security Group chief Gil Meneses
• dating Firearms and Explosives Office (FEO) chief Napoleon Estilles
• dating FEO assistant chief Allan Parreño
• dating FEO Education and Enforcement Management Division chief Melchor Reyes
• Servicing Legal Officer Ford Tuazon

Pinaaresto rin ang limang indibidwal na sinasabing incorporators ng courier service company na Werfast Documentary Agency, Inc., na kinilalang sina Mario Juan, Salud Bautista, Enrique Valerio, Lorna Perena at Juliana Pasia.

Iminungkahi naman ng Ombudsman ang P30,000 bail bond kada-akusado kapalit ng kanilang probisyonal na kalayaan.

Idineklara namang “moot and academic” na ang mosyon para sa judicial determination of probable cause with prayer for the dismissal of the case ng Sandiganbayan, dahil nakitaan na ng nasabing korte ng probable cause ang mga akusado bago pa man nagsampa ng mosyon ang mga akusado, base pa rin sa inilabas na resolusyon.

“The Court, has, in fact, independently determined for itself the existence of probable as to merit the arrest of the accused, acquire jurisdiction over their persons, and to proceed to trial,” dagdag pa sa desisyon.

Base sa impormasyon ng kaso, pinananagot ang mga nasabing akusado matapos na maibigay ang kontrata para sa umanoy maanomalyang courier service deal sa kumpanyang Werfast nang hindi umano dumadaan sa public bidding at sa kabila nang kakulangan ng kumpanya ng track record at qualifications bilang isang courier service firm.

Diin pa ng Ombudsman na ang Werfast ay hindi pa rehistrado sa Securities and Exchange Commission (SEC) nang pasukin ang kontrata noong May 2011. Dagdag pa ng Ombudsman na hindi pa otorisado ng Department of Transportation at Communications (DOTC) para magbigay ng courier delivery service.
