She does not understand what the ordinance is! IT IS UNETHICAL FOR A JOURNALIST TO JUST SELECT THE PART OF AN ORDINANCE TO RAISE AN ISSUE OR CASE!
HERE IS THE COMPLETE STATEMENT OF THE ORDINANCE:
“11. Cursing, whistling or calling a woman in public WITH words having dirty connotations or implications which tend to ridicule, humiliate or embarrass the woman such as “puta”, “boring”, “peste,” etc.”
There is a provision in bold letters WITH. Hence, whistling alone is not part of sexual harassment! The act should be whistling WITH……
