In this portion of the 2006 HBO documentary titled “Hacking Democracy,” Standford University Professor of Computer Science David Dill, PhD, the electronic voting machines are programmed by lots of software experts, and one of them can maliciously manipulate the program, thus affecting the integrity of the election results.

Filmed for more than three years Hacking Democracy, documented the investigation of alleged irregularities in USA elections in 2000 and 2004, especially in Volusia County, Florida. The electronic voting machines that were put in question in those elections were built by Diebold Election Systems, Inc., now named Premier Election Solutions.

The controversial documentary also features Finnish computer programmer of computer security analyist Harri Hursti, who demonstrated how a memory card could be hacked, and can cheat an election. This so-called ‘Hursti Hack’ tested a Diebold’s voting machines that was used in the elections, and proved that there were serious security flaws in those machines.

As shown in the video, Harri Hursti reconfigured a memory card in such a way that it has a pre-entered votes, and that the total number of votes will always be equal to the actual number of people who will vote. Therefore, it is very likely that no one can prove that there was already cheating done even before the actual elections took place.

The actual test featured a mini election where 8 voters would simply vote ‘Yes’ or ‘No’, and was tested by Leon County Supervisor of Elections, Ion Sancho. After the voting machine was initialized to zero, the ballots cast were placed inside one by one. Interestingly, the voting receipt results a 7-1 for “Yes,” but the actual votes are 6-2 for “No.” 🙁

Meanwhile, Diebold Election Systems said that the Hacking Democracy documentary was “replete with material examples of inaccurate reporting.” As a contrary, California’s Secretary of State released a special report, stating that the Hursti Hack proved that the election results were changed without touching a voting machine or using any password, but only by reconfiguring a single memory card.
